The Right to Have Digital Rights in Smart Cities

New data-driven technologies in global cities have yielded potential but also intensified techno-political concerns. Consequently, recent years, several declarations/manifestos emerged across the world claiming to protect citizens’ digital rights. In 2018, Barcelona, Amsterdam, and NYC city councils formed Cities’ Coalition for Digital Rights (CCDR), an international alliance of People-Centered Smart Cities—currently encompassing 49 worldwide—to promote rights on a scale. People-centered smart programme is strategic flagship by UN-Habitat that explicitly advocates CCDR as institutionally innovative city-network attain policy experimentation sustainable urban development. Against this backdrop being inspired popular quote Hannah Arendt “the right rights”, article aims explore what “digital rights” may currently mean within sample consisting 13 people-centered cities: NYC, Long Beach, Toronto, Porto, London, Vienna, Milan, Los Angeles, Portland, San Antonio, Glasgow. Particularly, examines (i) understanding (ii) prioritisation through semi-structured questionnaire gathering representatives/strategists’ responses. These preliminary findings reveal not only distinct strategies common patterns.
